Procedures at the interconnetions
Business rules and procedures concerning nominations and matching of gas quantities per transmission system user, allocation of measured quantities and balancing have been stipulated by an agreement between the neighbouring transmission system operators (TSOs).
In compliance with the interconnection agreements between the Hungarian TSO, FGSZ and Croatian TSO, Plinacro as well as the one between the Slovenian TSO, PLINOVODI and Croatian TSO, Plinacro the balancing group leaders can nominate bundled and unbundled capacity at the interconnection points Dravaszerdahely and Rogatec.
A bundled capacity has been defined by the Regulation CAM NC 984/2013/EU, article 3, point 4. The application of the nominations for bundled capacities will commence when a balancing group leader enters into agreement with the Slovenian TSO, PLINOVODI or Hungarian TSO, FGSZ for the use of the relevant capacity.
Interconnection Dravaszerdahely – Donji Miholjac (Hungary – Croatia)
Exchange of basic information on the transmission system users (shipper pairs)
A new TS user at the interconnection shall in addition to submitting the request for capacity booking at the interconnection deliver to Plinacro information on the identification code of each TS user which has contracted transmission for him on the Hungarian TS
at least 5 working days
prior to the beginning of the booked capacity use.
Before the new transmission system user starts using the service of the contracted transmission at the interconnection the TSOs, FGSZ and PLINACRO, shall mutually confirm information on the “TS shipper pairs”: name of TS user, identification code of TS user and identification codes of all its partners on the side of the neighbouring TS.
Nomination of the transmission system use
Gross calorific value [kWh/m3 at 25°C/0°C] for the nomination on the Hungarian TS and net calorific value [kWh/m3 at 15°C/15°C] for the nomination on the Croatian TS are published on the
web page of FGSZ
. For nominations of gas day D calorific values should be used as published value for day D-3 (E.g. nomination calorific values for gas day 1.8. should be from gas day 29.7.)
BUNDLED capacity
The balance group leader shall send the nomination
to

14:00 hours

Nomination for the bundled capacity is to be delivered to the Hungarian TSO, FGSZ.
UNBUNDLED capacity
The balance group leader shall send the nomination

Nomination for the unbundled capacity is to be delivered to the Hungarian TSO, FGSZ and the Croatian TSO, PLINACRO.
NOMINATIONS
If one or more suppliers within the balance group import gas from two or more suppliers or traders in Hungary, the balance group leader shall submit the nominations for the bundled and
unbundled capacity on
UMS Dravaszerdahely separately from the nomination for the balance group it organizes and leads.
The number of columns in the table equals the number of the TS user pairs (shipper pairs of the Hungarian and Croatian supplier) within the balance group. The quantities are stated in unit of energy, expressed in kWh at the gross calorific value (kWh/m
3
at 25˚C/0˚C).
Conversion from the reference conditions 25°C/0°C to reference conditions 15°C/15°C has been carried out in compliance with ISO 6976:1995 (E) standard.
The nomination for a specific gas day shall be submitted in a separate file. The general title of the file is YYYYMMDD_NOM_EICCODE_ROG_01 where „YYYYMMDD“ refers to the date for which the nomination is submitted and „EICCODE“ is EIC balance group mark. The last digit in a file name indicates the file version of that day. If due to any reason a nomination is submitted more than once, the last digit increases by 1.
The nomination table should contain the following information:

Calorific value for the transmission day (NCV [MWh/m3n]; 15°C/15°C)
Version of nomination
Hourly quantities [MWh] for each hour of a gas day
If there is a difference between the nominations the upstream operator shall apply the “lesser rule”, which means that the lesser amount shall be taken for the confirmed nomination.
If Plinacro receives the matching confirmation in which the “lesser rule” is applied, it immediately informs about it the leader of the balance group to which such reduction of the nominated quantities refers to.
Based on such notice, the balance group leader sends a re-nomination for the balance group it is in charge of.
The amount of gas quantities mutually confirmed by the operators, by a matching confirmation, for each pair of TS users is considered to be the gas quantity delivered at the interconnection and is allocated in this amount in the procedure of allocation of the quantities per shipper pair. It is also stated in a daily report.
Interconnection UMS Rogatec – (Slovenia – Croatia)
Exchange of basic information on the transmission system users (shipper pair)
Before the new transmission system user starts using the service of contracted transport at the interconnection, the transmission system operators (PLINOVODI and PLINACRO) shall mutually confirm information on the shipper pair: name of transmission system user, identification code of the transmission system user and identification codes of all its partners on the side of the neighbouring transmission system.
For this purpose the transmission system user shall deliver to Plinacro the ID of its partner or its partners in the Slovenian transmission system.
The balance group leader shall send the nominations for UMS Rogatec for the following gas day on a filled in form (xls table of KISS formate), each day by 14:00 a.m. (on working and non-working days).
The nomination for a specific day shall be submitted in a separate file. General name of the file shall be: YYYYMMDD_NOM_EICoznaka_ROG_01.
„YYYYMMDD“refers to the date of nomination submission.
„EICosign“is EIC sign of a balance group.
The last digit in a file name indicates the file version of that day. If due to any reason the nomination is submitted more than once, the last digit increases by 1

Calorific value for the transmission day (GCV [MWh/m3n]; 25°C/0°C)
Version of nomination
Hourly quantities [MWh] for each hour of a gas day
Control data for conversion of energy to the net calorific value (NCV [kWh/m3n]; 15°C/15°C) the amount of which shall be nominated, for the balance group, within the system of the Republic of Croatia by the balance group leader.
The gross calorific value [kWh/m3 at 25°C/0°C] for the nominations at the transmission system of Slovenia and the net calorific value [kWh/m3 at 15°C/15°C] for the nominations at the transmission system of the Republic of Croatia shall be published each Thursday, on the web page of Plinacro (link) and used for the nominations for the period from the following Monday to Sunday.
Plinacro shall send to the upstream operator (PLINOVODI) a table which shall include the nominations of all balance groups (matching notice) for the following gas day. The number of columns in the table (matching notice) equals the number of shipper pairs within the balance group.
Conversion from the reference conditions 25°C/0°C into the reference conditions 15°C/15°C shall be carried out in compliance with the standard ISO 6976:1995 (E).
The upstream operator PLINOVODI shall send the matching confirmation for UMS Rogatec by 4:00 p.m.
If the nominations received on the Slovenian side differ from those received on the Croatian side the “lesser rule” principle shall be applied, which means that the lesser volume will be confirmed.
The upstream operator PLINOVODI shall daily deliver, for the previous gas day, report on the gas volumes delivered to UMS Rogatec, expressed in a volume unit Sm3 (15°C), as well as the amount of average daily net calorific value NCV [kJ/m3 20°C].
The Slovenian operator shall by the 5th day in the month send a monthly report, for the previous month, with allocated gas volumes per shipper pairs and with calorific values for each gas day. The monthly report shall contain the following:
The amount of measured daily gas volumes [Sm3 15°C] for the period from 8:00 a.m. to 8:00 a.m. (gas day in Slovenia) and for the period from 6:00 a.m. to 6:00 a.m.
Gross calorific value for each day [kJ/m3 20°C]
Net calorific value for each day [kJ/m3 20°C]
Total allocated volumes [Sm3 15°C] for the period from 8:00 a.m. to 8:00 a.m.( gas day in Slovenia) and for the period from 6:00 a.m. to 6:00 a.m.
Allocation of gas volumes per each shipper pair
OBA (operational balancing account) [kWh].
The difference between the measured gas volumes for the previous gas day and gas volumes confirmed by matching shall be noted in the operational balancing account between the operators PLINOVODI and Plinacro.
