Information about the measures in extraordinary situations that can lead to disconnection of a group of customers and other provisions about liability which apply to the transmission system operator

Extraordinary situation is every event at the gas transmission system which cannot be avoided or foreseen and presents a direct threat to safety of people and facilities from an uncontrolled gas leakage. It causes restrictions on transmission system capacity use and jeopardises security of gas supply.

Disruptions in transmission system operation

Disruption in the transmission system operation is a short lasting disruption which occurs due to an accident or other unforeseen situation which jeopardise transmission system operation. In this case the transmission system operator undertakes measures for ensuring maintenance of transmission system existence and reduces effects such disruption can have on the system capacity use and security of gas supply:
In case an extraordinary situation occurs at the transmission system the transmission system operator shall without delay undertake the following measures for ensuring maintenance of transmission system existence and reduction of effects that the disruption can have on the system capacity use and security of gas supply:
If an extraordinary situation at the transmission system results in interruption or restriction in transmission system capacity use, the transmission system operator shall without delay inform the operators of connected systems, owners of connected plants and all other transmission system users affected by the relevant event about the disruption, its consequences and expected duration so they could implement their own safety measures and balancing measures.
 
The transmission system operator keeps records of all restrictions and interruptions in gas delivery which occurred due to the disruption in the transmission system operation and their duration. In its annual business report the transmission system operator provides information on the total duration of the planned and unplanned delays in the transmission system operation as well as the estimate of gas volumes which were not delivered to the users due to such delays.

Disruption on a gas market

In case when the security of supply of the final customer is in jeopardy, as well as in case of general natural gas shortage and other emergency situations which due to insufficient supply on the natural gas market cause decrease of pressure in the transmission system and jeopardise system operation, and when operational capacities of the underground gas storage are not sufficient to cover gas demand, the transmission system operator shall carry out the measures of restricted gas delivery by the order of the Republic of Croatia, i.e. the competent Ministry.
 
The transmission system operator acts in compliance with Intervention plan regarding the measures to safeguard security of supply in the Republic of Croatia (OG 78/14) adopted by the Government of the Republic of Croatia.

Planned works on the transmission system

Before the end of the current year the transmission system operator shall publish on its web page, for each following year, the dates of carrying out planned works of maintenance, reconstruction and transmission system expanding to which the operator has right, and which have influence on a possibility of using transport services. The exact dates of works shall be updated on the web page of the operator for each following month, before the end of the current month. The operator shall in the written notice inform the capacity users, affected by these works, individually and in details about the works and the subsequence they can have on a capacity use.
