Provisions regarding capacity allocation, congestion management, anti-hoarding and the increase of capacity use
 
The procedure of transmission system capacity allocation has been stipulated in the Network Code of the transmission system.
The transmission system operator shall carry out allocation of the transmission system capacities in compliance with the received requests for the transmission system capacity booking on a yearly, monthly or daily basis, and based on the available transmission system capacity, separately for a particular entry / exit point.

If the available capacity is larger or equal to the total requested capacity for a particular entry / exit point, the transmission system operator shall carry out capacity allocation in compliance with the requests for capacity booking. If the available capacity is smaller than the total requested capacity for a particular entry / exit point, the transmission system operator shall carry out capacity allocation proportionally to the requests for the transmission system capacity booking.
 
The operator shall allocate to the user the capacity up to the amount of the requested transmission system capacity as interruptible capacity, if the user had stated in its request that it wanted to contract interruptible capacity.
 
In case of the interruptible capacity allocation at the interconnection the transmission system operator shall provide the transmission system user with the opportunity to request firm capacity at other interconnection at which there is available capacity, in the amount of the allocated interruptible capacity and for the period stated in the request for capacity booking.

Congestion management and increase of capacity use

In compliance with the Croatian legislation and the Third package of EU energy regulations, as a transmission system operator, Plinacro has been managing congestions so as to offer possibility of booking interruptible capacity at the entry / exit point at which there is no available firm capacity.

Interruptible capacity can be contracted max. up to the amount of technical capacity at a particular entry / exit point.

Interruptible capacity can be contracted as the following:
Available capacity has been allocated in proportion to the share of the requested capacity of an individual transmission system user in the total requested capacity for a determined period of time.
In order to provide the maximum utilisation of technical capacity at a particular entry or exit, the remaining amount of requested capacity shall be allocated to each transmission system user as interruptible capacity. In this way each user shall be in a position to achieve the maximum utilisation of capacity on the days when other users do not nominate the maximum booked firm capacities.
 
For the purpose of the implementation of the congestion management measures the transmission system operator enables a transmission system user to request for the firm capacity at other interconnection, at which there is available capacity, in case the interruptible capacity at the interconnection is allocated. The interruptibility conditions at the interconnections depend on a previously carried out procedure of matching transport quantities per shipper pair, on the both sides of the interconnection, as well as on the confirmed nominations at the upstream transmission system, carried out by the upstream transmission system operator.

In case of contracted congestion at the interconnection, besides the above mentioned, the transmission system operator shall carry out the following procedures as well: 
  1. Surrender of the contracted firm capacity
  2. Withdrawal of the long-term contracted unused firm capacity
  3. Additional offering of a firm capacity and a buy-back of the contracted firm capacity
The measures for the contractual congestion management have been stipulated by the Network Code of the transmission system.

In case of the surrender of the contracted firm capacity or a withdrawal of the long-term contracted, unused firm capacity the transmission system user and the transmission system operator enter into the agreement on the surrender of the contracted firm capacity. The following documents make a constituent part of the Agreement on the surrender of the contracted firm capacity: 
  1. Transport agreement
  2. Notice on the surrender of the contracted firm capacity (to be completed by the transmission system user)
  3. Notice on the allocated transmission system capacity (to be completed by the transmission system operator)
  4. Decision by the regulatory agency (in case when the long-term contracted unused firm capacity is withdrawn)
