Procedures for the transmission system use and the key terms

Procedures for the transmission system use and the definitions of the key terms have been stipulated by the Gas Market Act, Network Code of the transmission system, Rules on the Natural Gas Market Organization, and the General Conditions for the Natural Gas Supply.

Capacity booking
The balance group leader submits, for the balance group it organizes and leads, to the transmission system operator a request for booking the transmission system capacity for each transmission system user, for a particular entry / exit point.

The request for capacity booking may be submitted on a monthly, yearly or daily basis for the period of minimum 1 day and maximum five years.
The request for capacity booking on a monthly basis shall be submitted no later than the 15th day in the current month for the following month or following months and maximum for the period until the end of the gas year that the request refers to.
The request for capacity booking on a yearly or years-long basis shall be submitted no later than 1 July of the current year for the following gas year or the following gas years.

Capacity allocation
The transmission system operator shall carry out allocation of the transmission system capacities in compliance with the received requests for booking of the transmission system capacity and available capacity of the transmission system, separately for each entry / exit point.

If the available capacity is larger or equal to the total requested capacity the transmission system operator shall carry out capacity allocation, separately for each individual entry / exit point, in compliance with the requests for capacity booking.

If the available capacity is smaller than the total requested capacity the transmission system operator shall carry out capacity allocation, separately for each individual entry / exit point, proportionally to the requests for the transmission system capacity booking.

Capacity contracting
A transmission system user contracts transmission system capacity by signing a transport contract with the transmission system operator.
All other provisions, defining the above briefly described procedure, are in the Network Code of the transmission system.

Nomination for transmission system use
The transmission system user gains right to use transmission system pursuant to the booked capacity and a signed transport contract. The transmission system user is a member of a certain balance group for which the balance group leader daily submits nomination for transmission system use, in compliance with the provisions of the Network Code of the transmission system.

Key terms:

Transmission system user – gas supplier or gas trader who for the needs of its customers enters into transport contract with the transmission system operator.
Gas day – a period of 24 hours beginning at 6:00 a.m. and lasting untll 6:00 a.m. of the following day
Gas year – a period which beginning at 6:00 a.m. on 1 October of the current year and lasting until 6:00 a.m. on 1 October of the following year
Booked capacity – a part of the technical capacity contracted by a transmission system user with the transmission system operator or by a gas storage system user with the gas storage system operator for a determined period of time
Available capacity – a part of the technical capacity that is not booked
Firm capacity – transmission system capacity which is by the transmission system operator provided to the user in the total amount, for the stipulated period of time and which cannot be suspended or limited, unless in cases stipulated by the Law. It is expressed in kWh/day
Technical capacity – the maximum firm capacity of the transmission system that the transmission system operator can offer to the transmission system users taking account of integrity and the technical possibilities of the gas transmission system,
